The Andromeda galaxy was created for the casual player versus environment (PvE) player.  The galaxy runs at 1X the normal speed.

The Black Eye galaxy was created for hardcore player vs player (PvP) gaming.  The galaxy runs at 4X the normal speed.  Additionally, this galaxy has a larger warehouse, starts with a full tech planet, and larger fleet.
